Everyone is invited to bid: The City of Chillicothe is accepting sealed bids on a 2003 Chevrolet Impala (photo shown is NOT actual vehicle).

Bids will be accepted until April 23, 2012 at the City Clerk's Office, 908 N Second St. Chillicothe, Il 61523

The sealed bids will be opened immediately following the dateline, in the Council Chambers of City Hall, located at 908 N Second St, Chillicothe, Ill 61523

The City of Chillicothe has the right to reject any or all bids.

Police report for March 15, 2012

3/5 5:00 p.m. BURGLARY: Police took a report of a day-time burglary in the 600 block of Matthews in which a large amount of money was missing. A witness may have unwittingly seen the burglar, a person-of-interest that was visiting the residence.
3/6 4:40 p.m. UNLAWFUL USE OF A SCOOTER: a police officer observed a youth riding a scooter on the sidewalk in the downtown area. When the juvenile ignored the officer’s verbal warning, the officer confiscated the scooter. It was later released to a parent with warnings. The parent understood and said that they would speak to the child about it.
3/7 11:00 p.m. ARREST: Jason D. Sparks, 35, of Washington, IL. @ 200 block W. Sycamore for Simple Battery which occurred during a civil disturbance (domestic). Given a NTA.
3/8 11:45 a.m. ARREST: Jennifer L. Campbell, 35, of Delevan, IL. @ 1000 block of Cutright St. for Domestic Battery. Taken to Peoria County Jail.
3/8 4:00 p.m. VEHICLE BATTERY: Police were sent to the 1400 block of Birren on a report of a large amount of cash missing from a vehicle. The vehicle and most of the cash belonged to RCAP which transports people throughout the area. The vehicle was a Dodge Van and was reported to be parked at many locations during the course of the day, so a certain location in which the crime may have occurred could not be pin-pointed. At this time, there are no known suspects.
3/9 6:15 p.m. FELONY THEFT: was reported in the 1700 block of Cutright St. and had apparently occurred during an altercation between friends and may have resulted in a drug overdose reported later. Police are still investigating.
3/10 4:15 p.m. WARRANT ARREST: Christopher B. Fraher, 23, of Chillicothe, in the 1300 block of Bayberry. Police, being aware of an outstanding Marshall County Warrant for FTA – DUT, went to a Bayberry address and arrested the known resident. He was transported directly to the Marshall County Jail.
3/10 11:15 p.m. MULTIPLE TRAFFIC AND ARRESTS: @ 4th and Chestnut: Tasea E. Juwich, 24, of rural Sparland for Driving While License Suspended, Obstructing Police, City Ordinance violation of Possession of Drug Paraphernalia, and several traffic violations. Given a NTA on all charges.
Joshua Barnett, 24, of Peoria for City Ordinance violation of Possession of Cannabis. Given a NTA.
3/12 12:10 a.m. ARREST: Susan Alfuro, 20, of De Pue, IL. @ 800 block of 2nd for Battery, Assault, Home Invasion, Criminal Trespass, and 3 counts of Endangering the life and health of a child. Taken to Peoria County Jail. This was incident to an earlier domestic problem reported at 227 Elm St. Apts.

Chad A. Barnett, 23, of Pinewood Estates, Chillicothe, for Possession of Psilocybin.
Timothy P. Gosnell, 52, of East Boy Scout Rd., Chillicothe, two counts of Aggravated Driving, Under the Influence of Alcohol, one count of Aggravated Driving Under the Influence, and Driving on a Revoked License.
Local DUI Dispositions:
Peoria County Judge Kim Kelley:
Brandon C. Hibberd, 24, of Illini Dr., Sparland, arrested Dec. 19, 2010: Alcohol Treatment, Conditional Discharge Review, 90-days in jail, $2620 fines and court costs.
Curt L. Lane, 55, of Chillicothe, arrested March 5, 2011: Alcohol Treatment, Conditional Discharge Review, 240 hours public service, $2595 fines and court costs.
REGULAR POLICE REPORT:
2/27 9:15 a.m. VEHICLE BURGLARIES: Police took a report of several new vehicles outside of Riverside Chevrolet on South Plaza Drive which had been entered and the airbags had been removed from the steering wheels of each. No other damage was noted nor damage from being entered.
2/27 2:30 p.m. ORDINANCE COMPLAINT: Police were dispatched to the area of Benedict and McDowell about trash being left in piles near the road. Police inspected several piles of trash at a residence that they had had problems this way before. A letter will be sent to the residence from the City about the situation.
2/27 4:30 p.m. HOUSE FIRE: Police responded to a report of a house fire in the 1100 block of Sunnyside Dr. Upon arrival, they found that most of the fire which had been near the front porch, had already been put out by the resident. The fire department arrived to extinguish the rest of the fire. Interviews showed that the fire may have resulted in cigarettes not fully put out after use, but nothing looked especially suspicious about the fire.
2/27 9:00 p.m. BATTERY-BULLYING: Police took a report of a Battery that had occurred at the IVCHS, 1300 W. Sycamore. A female had reported that she had been shoved by unknown suspects into a locker at the school, causing her a concussion and abrasions on the side of her face. She had been taken to an area hospital.
Further investigation showed that the Battery may not have occurred at the school, but still, that the female victim had been bullied lately. She declined to provide further information, fearing more “bullying”.
2/28 8:40 p.m. TRAFFIC STOP: Police responded to numerous motorists-witnesses’ complaints about a Reckless Driver on Rt. 29, coming into town from the north.
Police observed the erratically driving vehicle, but could not get it stopped until it reached Rome. Officers then observed that the driver was an elderly female from Henry and that she seemed quite confused. The officer-in-charge contacted persons familiar with the driver who then contacted people that came to get her. Meanwhile, the person’s driver’s license was confiscated under an Illinois Vehicle Law that sets up a requirement for re-testing at an officer’s opinion. The woman was released with verbal warnings about the traffic infractions.
2/29 12:15 a.m. POSSIBLE BURGLARY: was reported in the 700 block of 3rd St.. A paddle lock was found near a rear garage entrance door where the lock had been pried off. It has yet to be determined if anything further was damaged or missing.
3/2 3:50 p.m. TRAFFIC ARREST: Tadd G. Peterson, 35, of Chillicothe @ McDowell and Santa Fe for Driving While License Revoked and Driving an ATV on a Roadway. Given a NTA.
3/4 12:20 a.m. ARREST: Michael T. McCauley, 34, of Chillicothe, in the 900 block of 2nd St. for Obstructing Police, Violation of an Order of Protection, Disorderly Conduct, Aggravated Assault, and an outstanding Henry County Warrant FTA – Battery. Taken to Peoria County Jail. The arrest was incident to a report of persons arguing/fighting.
3/4 10:00 a.m. THEFT OF GAS: Police took a report of a “Drive Off” at Casey’s, 1206 W. Truitt Ave. A white Chevy pick up truck pumped $65 worth of fuel, then the driver left without attempting to pay. No further information of the suspect or the vehicle was available.
3/4 3:10 p.m. TRAFFIC ARREST: Kimberly S. Light, 35, of Lacon @ 2000 block of Rt. 29 for Driving While License Suspended. Given a NTA.
3/5 2:50 a.m. ARREST: Alex A. Lane, 22, of Chillicothe @ 611 Matthews for Domestic Battery and Trespass to Property. Taken to Peoria County Jail.

Kory G. Mikesell, 56, of Fruitland Ln., (Rome) Chillicothe, Arrested Aug. 28, 2011; Dri Roads, 12 months court supervision, $2,360 fines and court costs.

(NTA as it appears in numerous arrests means Notice to Appear. This can be given at the officer’s discretion in lieu of bail and is a person’s promise to appear in court. It is given so that neither the arrestee nor the officer has to go to the county jail at that time. The arrestee is not considered a flight risk. 2/15 3:25 p.m. TRAFFIC ARREST: Adam M. Nagel, 29, of Lacon @ Finney and McDowell for Driving While License Suspended and other traffic violations. Given a NTA.
2/15 11:10 p.m. ARREST: Nicole L. Tabor, 26, of Cox Ln. (Rome) Chillicothe @ 600 block S. 4th St. incident to a traffic stop. Possession of Methamphetamine and of Drug Paraphernalia. Taken to Peoria County Jail.
2/17 12:35 a.m. TRAFFIC ARREST: James L. Mitchell, 24, of Peoria @ 4th Cedar for Driving Under the Influence, Speeding (in excess of 20 mph over), and No Valid Driver’s License. Taken to Peoria County Jail.
2/18 11:30 p.m. TRAFFIC and WARRANT ARRESTS: Steven J. Seward, 61, of Chillicothe @ 600 block W. Truitt for Driving While License Revoked. Also, for an outstanding Fulton County Warrant for FTA – Possession of Dangerous Drugs. Taken to Peoria County Jail.

2/19 5:20 a.m. WARRANT ARREST: Dustin D. Wilson, 26, of Lacon @ 4th and McDowell incident to a traffic stop for an outstanding Tazewell County Warrant FTA-Traffic. Taken to Peoria County Jail.
2/19 4:00 p.m. TRAFFIC ARREST: Lori D. Grace, 38, of Roxana, IL @ 4th & Sycamore for Driving While License Suspended. Given a NTA.

New Police Chief turns in ‘Dream’ list

MitelleLast Wednesday afternoon, the Police and Fire Committee met at City Hall to hear the department heads as they turned in their ‘wish list’ for the up-coming fiscal year (May 1-April 30). In attendance for the City was Judy Cantwell, head of the committee, Mike Hughes, and Chris Boyer. Denise Passage, the City Hall office head, was also there as well as Fire Chief John Myers and new Police Chief, Scott Metille.
Fire Chief Myers presented his wish items first which pretty-well mirrored every list at such budget meetings although he stressed some major budget issue items coming up that included radio software, the second half of the items required to meet the state and federal mandates for upgrading.
